Traditional Whip shading

Hey guys. I mainly do black and grey realism, I was never taught traditional work during my apprenticeship. Lately I find myself googling and loving the look of the American traditional work. This brings me to ask anyone out there how to build a machine to get that peppery look. I can build a liner, color packer and soft shader, but no idea how to build a shader for for traditional work. What is the difference between a traditional shader and a shader for American traditional work? What gives it that peppery look?
