Lining Rly Suxs, Need Help. (scratcher From Iceland)

Greetings from Iceland.

I just started Tattooing last summer. I recently purchased a neotat original tattoo machine.
my shading and packing is quite okay, but I have really big problems with my lining, if i compare it, I cant make a single clear line.
I am using:
-neotat original 2.5 stroke which I run around 10v

-clipcord and footpedal (both were included in the beginners kit with the power supply)
-tattoo ointment from ink-eeze and green soap
-I use 7,9, and 11 Round Liners #10 (with the neotat only used the 9ers so far)
-Panthera Tribal Black Colour

I wanted to improve the outlines of a tatto on my thigh so i changed from 9RL#10 run by 10-11v to a 14RS#10 and was running it at 6,5v, it got the job done but it took a lot of time to pack the colour in, and is not as solid as I would like it to be. maybe its my power supply, maybe its my whole handling with the machine, I had no sort of guidance. Im rly dour.
I rly need advice and help.
