Heavy bleeding coloring

I experience, when I am color packing, that my clients are often bleeding heavily.
I tried different things to stop this: Adjusting my voltage (going lower), needle depth etc etc.. But nothing seems to help. Even when I'm colouring at a voltage of 6.0 with the needle hanging out- barely touching the skin but still enough to get the colour in, my clients bleed. It happens a lot and as a result after healing the colours won't stay in.
What can be the cause? I'm tattooing with a cheyenne thunder and using both magnums as round shaders for coloring.
